Complete payload is everything the rod throws. That means the sinker or head, hook, bait or trailer, skirt, cork, swivel, beads, blades, keeper, wire arms, snaps, and any other hardware.

This matters near a rod’s limit. A half-ounce jig is not a half-ounce finished bait after the hook, skirt, trailer, and hardware are added. A cork rig is more than the cork. An umbrella rig is far more than the center head. Assemble the rig and weigh it when the number is close. The rod never sees the package label; it sees the finished load.
