Action tells you where the rod starts bending. A Fast rod begins loading nearer the tip, which makes it useful for bottom contact, slack pickup, twitching a bait, and driving many single hooks. A Moderate-Fast rod spreads the bend farther down. That gives a moving bait or treble hook more time to load and keeps pressure steadier when a fish changes direction. A Moderate rod loads deeper still and adds more forgiveness under constant pull.

None of those actions is automatically better. Match the action to how the lure moves, how hard it pulls, what hook it carries, and how the fish has to be fought. Power tells you how much rod you have; action tells you how that power comes into play.
